Overview

Format

A two-rounds system will be taken, with a first round (group stage) followed by a second round (knock-out stage).

Match duration

1) First round (group stage)

40-minute matches (comprising two 20-minute halves) with a 5-minute halftime interval. If the match ends in a draw, the match will be a draw.

2) Second round (knock-out)

60-minute matches (comprising two 30-minute halves) with a 5-minute halftime interval. If the match ends in a draw, a penalty shoot-out will be used to determine the winner.

First round ranking method

Ranking determination

Teams will be given 3 points for a win, 1 point for a draw and none for a defeat, and ranked according to the total number of points.

If two or more teams have the same number of points, their rank shall be determined in the following order of precedence:

a) greater number of points obtained in the group matches between the teams concerned;

b) goal difference resulting from the group matches between the teams concerned;

c) greater number of goals scored in the group matches between the teams concerned;

d) goal difference in all group matches;

e) greatest number of goals scored in all group matches.

If a match cannot be held or is canceled for reasons attributable to one of the teams, the match will be recorded as 0 to 3 against the defaulting team.

Match regulations

Regulations follow FIFA Laws of the Game 2012/2013, with the exception of the duration of the match.

1) Dimensions of field

Standard 105m (length) by 68m (width)

2) Goal size

7.32m (8 yards) between the posts and 2.44m (8 feet) from the bottom of the crossbar to the ground

3) Team benches

Up to 9 persons (5 substitutes and 4 team officials) will be allowed to sit on the substitutes’ bench during the match. These must be the people included in the team roster. Also, only one of the team officials included in the roster will be allowed in the technical area in order to give out strategic instructions.

4) Substitutes

Up to five substitutions out of the list of registered players are permitted.

5) Yellow and red cards

A disciplinary committee will be set up for the tournament to deal with disciplinary issues. Players sent off the field with a red card cannot play in the next match; the judgment as to whether or not the player can play in subsequent matches is left up to the disciplinary committee.

If a player receives two yellow cards in the first round he will be suspended from his team’s next match in either the first or second round. If a player receives one yellow card in the first round, it will not be carried over to second round.
